The points here are well made, and the problems extend across the spectrum. There is just too much secrecy. Why shouldn't the public know what its government is doing and how? The fundamental truth is that people hide things because they have something to hide. What is it that Hochul's RIOC doesn't want you to know?

One clarification: "The old system was criticized because residents believed too much discretion was concentrated in local hands." No, it was criticized because of favoritism and a lack of clear reasons for the recommendations made by the Residents Association. RIOC was too lazy or too passive to deal with it after Susan Rosenthal was improperly fired. She was the last CEO to stand up for anything. Case in point: After RISA was kicked out of the Senior Center because of multiple instances of fraud and poor performance, CBN was tasked with saving the badly damaged program, but a group of locals, led by RISA's discredited leaders, devoted themselves to undermining CBN. They managed to get RIRA/RIOC to cut CBN's funding and have it transferred to them, although they had no programs and were notoriously corrupt. After weighing our published arguments, Rosenthal got the board to reverse that decision. Once she was out of the picture, RISA, which never apologized or paid back money improperly granted, got back in the door. When protests erupted again, RIOC moved things over to the Foundation without any safeguards and, tellingly, no local avenues of influence or protest.
